If the Grantee does not within (sixty) 60 days following passage of this Ordinance express in writing its objections to any terms or provisions contained therein, or reject this Ordinance in its entirety, the Grantee shall be deemed to have accepted this Ordinance and the terms and conditions of the franchise contained therein. "I think that the governor's insensitivity to the concerns of rural Minnesota does not bode well for the future," said Vickerman. "When the University of Minnesota proposes closing the Waseca campus, and the governor is proposing to make major cuts in local government aid, it is quite clear that this administration's thrust is metro oriented. Vickerman cited a Sunday, February 3 edition of the SL Paul which shows that even members of the Governor's Independent-Republican party share his concern. "Former IR House Speaker David Jennings even believes that rural parts of Minnesota arefacing more serious economic problems than the Twin Cities," state Vickerman. "Unfortunately, Governor Carlson is using the political power of the suburbs and the Twin Cities to fuel his administration, and not looking at the real economic need of our Greater Minnesota communities."
