How about the license plate holders that include a cover for the plate? Minnesota State Statute 169.64 sbdv. 10 pro- hibits any person from equipping or operating a motor vehicle with any equipment or material that covers a headlamp, tail lamp or reflector. This statute does not apply to any manu- facturer's original equipment or material, or to any equip- ment or material that is clear or colorless. So don't tell me you only put the col- ored lenses over your head- lights during the day and take them off at night. A per- son is prohibited from equip- ping a motor vehicle with them. The covers for head- lights and tail lights alter the effectiveness of the lights and that is a safety concern for all motorists. It is also illegal to alter the single cen- ter high mounted rear stop lamp that is activated when the brake is applied. According to Minnesota State Statute 169.57 sbdv. 4, a person may not alter the stop tamp by the addition of an overlay, or other device, if the alteration or installation alters or obscures any por- tion of the lamp, or affects the intensity of the light emitted. Minnesota State Statute 169.79 requires that the assigned license plates be displayed in a manner that the view of any plate is not obstructed. The statute also requires the person driv- ing the motor vehicle to keep the plates legible so as to be plainly visible at all times. It is illegal to cover the plate with any material including any clear or colorless materi- al that affects the plate's vis- ibility or reflectivity. Even a clear plastic license plate cover reflects some of the light shining upon it and therefore alters the visibility of the license plate. And that makes them illegal. Also. the license plate bracket that surrounds the license must not cover or hide the regis- tration stickers at all. The majority of them do not con- form to Minnesota law. If you put the registration stickers in a different loca- tion on the license plate that does not make it legal. The stickers are required to be place in specific locations on the plates. If you have any ques- tions regarding traffic safety and or traffic law please write Sgt. Kathy Pederson at MN State Patrol, PO Box 344B, Marshall, MN 56258. Sgt.Pederson will not offer advice on specific situations or real events, which involve law enforcement.
