Additional Action Items - approved by unanimous roll call or regular vote: to set civil process fees and jail fees for 2013 as presented; to accept low quote from Keeprs in the amount of $2,169.32 for the purchase of 9 firearms; to approve credit card bill in the amount of $1,369.29; to allow for use of the county credit card for Commissioner Stevens' attendance at the County Government 101 Conference; to allow use of the county credit card for purchase of replacement battery for serv- er UPS if needed; to autho- rize a fund transfer in the amount of $500,000 to pay off the existing loan and to establish a new fund balance for the Highway Department; to recess as the County Board and to convene as the Ditch Authority; to change JD #31 hearing date to February 5, 2013; to adjourn as the Ditch Authority and to reconvene as the County Board; to re- designate official Cottonwood County Depositories; to accept the only bid received by the Citizen for the Official County Newspaper for 2013; to pay Auditor warrants with regular and customary pay- ments for 2013; to allow Auditor/Treasurer to sign state e-mail agreement when it is received; to approve contingency fund in the amount of $7,500 for the County Attorney's Office; to allow County Attorney to use the county credit card for the purchase of ink cartridges for the County Attorney's Office as needed; to accept low quote in the amount of $8,212.28 from Franz Reprographics for the pur- chase of a large format scan- ner/copier/plotter. Cottonwood County January 10, 2013 Board of Commissioners Special Meeting Minutes The Cottonwood County Board of Commissioners met in special session on Thursday, January 10, 2013 at 10:00 a.m. at the Cottonwood County Courthouse in Windom, MN. Presiding over the meeting was Chairman John Oeltjenbruns. Present for all or portions of the meeting were: Commissioners John Oeltjenbruns, Jim Schmidt, Kevin Stevens, Tom White and Norm Hohnen; Executive Assistant/HR Kelly Thongvivong; and Interim County Engineer Gerry Engstrom. The purpose of the meeting was to conduct interviews with four appli- cants for the County Engineer position. The applicants interviewed were as follows: Ryan Thilges, Jeff Cooley, JinYeene Neumann and James Eulberg. After the last interview, the board members each pre- sented their recommenda- tions as to which of the four candidates interviewed might be best for the position. Further discussion would be held at the next board meet- ing and a recommendation for hire will be officially made. There being no further business, the board adjourned. John Oeltjenbruns, Board Chairman Kelly Thongvivong, Executive Assistant Cottonwood County January 14, 2013 Board of Commissioners Special Meeting Minutes The Cottonwood County Board of Commissioners met in special session on Thursday, January t4, 2013 at 9:45 a.m. at the Cottonwood County Courthouse in Windom, MN. Presiding over the meeting was Chairman John Oeltjenbruns. Present for all or portions of the meeting were: Commissioners John Oeltjenbruns, Jim Schmidt, Kevin Stevens, Tom White and Norm Holmen; and Executive Assistant/HR Kelly Thongvivong. The purpose of the meeting was to conduct interviews with six applicants for the Planning & Zoning/Parks/ Solid Waste Administrator position. The applicants interviewed were as follows: Alan Coners, Brian Cooley and Brandon Roskamp. One of the applicants withdrew his name and two of the applicants cancelled due to illness. The board agreed to try to reschedule two interviews for Friday, January 18, 2013 if the applicants were able to make it that day. An emer- gency meeting will be called if necessary. There being no further business, the board adjoumed. Cottonwood County January 18, 2013 Board of Commissioners Emergency Meeting Minutes The Cottonwood County Board of Commissioners called an emergency meeting on Friday, January 18, 2013 at 9:30 a.m. at the Cottonwood County Courthouse in Windom, MN. Presiding over the meeting was Chairman John Oeltjenbruns. Present for all or portions of the meeting were: Commissioners John Oeltjenbruns, Jim Schmidt, Kevin Stevens, Tom White, Norm Holmen and Executive Assistant/HR Kelly Thongvivong. The purpose of the meeting was to con- duct interviews with two applicants for the Planning & Zoning/Parks/Solid Waste Administrator position. The one applicant interviewed was Kyle Pillatzki. The other applicant withdrew his name the evening before. The board had some dis- cussion regarding the four applicants interviewed as well as the direction that the county would like to take in filling this position. Because there is no need to fill the position immediately, the board decided to hold off for the time being. The board agreed that it might be bene- ficial to have the new County Engineer involved in future discussions as well. There being no further business, the board adjourned. A: Grant-in-aid snowmo- bile trails officially close April 1, when permits with private landowners expire. State trails remain open on public land while weather and snow conditions permit. Even if snow conditions are good after April 1, the DNR reminds snowmobilers not to ride trails that traverse pri- vate land without the land- owner's permission. That would be trespassing. Late season snowmobilers need to be aware of changing conditions, including bare spots, flowing water and exposed rocks. Some gates may be closed on grant-in- aid trails. As the tempera- tures rise, riding conditions are likely to deteriorate. The DNR advises checking con- ditions before hitting the trails. The statewide snow depth map and state trail conditions are updated by 2 p.m. every Thursday at www.mndnr. gov/snow. For the most up-to-date trail conditions, contact the local trail administrator.
