Present for all or portions of the meeting were: 5 Commissioners: Auditor/Treasurer Jan Johnson; Adm. Assistant Kelly Thongvivong: County Attorney Doug Storey: Bob Haken, Mike Hanson, and Jerry Engstrom. Routine Items - approved by unanimous vote: to approve additions to the agenda: to approve the minutes of the February 24, 2004 meeting; adjournment. Personnel Items - approved by unanimous vote: that there be no employee contri- bution for insurance through December 31, 2004; to post and advertise for permanent part-time secretarial posi- tion at the Solid Waste Department. Additional Action Items - approved by unanimous roll call or regular vote: to adopt a resolution authorizing exe- cution of a contract for the West Fork Des Moines River Watershed Project: to allow Highway Department to purchase pull type pneumat- ic tire roller: to recess as the County Board and convene as the Ditch Authority; to continue to participate in the alternative intake pro- gram with an increased con- tribution from 25% to 50% for county tile intakes: to adjourn as the Ditch Authority and re-convene as the County Board. Personnel Items - approved by unanimous vote: to hire Kaylene Grams as the new Solid Waste Secretary; to change termination date for Mary Christenson from March 17th to March 31st; to post recommended changes to the "Internet, Computer and Equipment Usage" Policy: to hire Mary Mohlencamp as temporary hire in the Probation Office from May 3rd to May 28th due to medical leave; to reappoint Dr. Rod Dynes to another 1-year term as County Coroner effective April 1, 2004 to April 1, 2005. Additional Action Items - approved by unanimous roll ('all or regular vote: to authorize Auditor/Treasurer to sign quarterly Nutrition Education reports: to authorize Chairman to sign memorandum of intent for Nutrition Education Program; to pay 2003 dues to the Minnesota River Basin: to oppose formation of taxing district by the Minnesota River Basin (Commissioner Oeltjenbruns abstained from the vote): to authorize bids for bituminous seal oil and to set letting date for bitumi- nous materials for May 27th at 11:00am; to receive quotes tbr centerline & edge strip- ing and Calcium Chloride for dust control; to set let- ting date for SAP 17-599-82 & SAP 17-599-84 for April 26th at ll:00am; to award low bid to Duininck Bros. in the amount of $662.141.06 tbr SAP 17-607-19 ETAL (16 miles of overlay); to allow Highway Department OFFI- CIAL PUBLICATION to purchase Dodge 2500 pickup from Owatonna Ford & Chrysler in the amount of $26,975.39; to allow Environmental Office to purchase 1999 Dodge Ram truck from the Highway Department in the amount of $7,000: to adopt resolu- tion for ISTS Low Interest Loan Ftension Agreement; to allow Sheriff's Department to purchase a new copy machine in the amount of $5,843; to approve request from the City of Windom for a grant application for $4500 to the RC & D Council; to adopt resolution supporting legis- lation to preserve the prop- erty tax base of communities and all taxing jurisdictions hosting electric generation facilities and other state assessed utilities: to allow for the purchase of a used IBM 6400-12 printer in the amount of $1550 for the Auditor/lYeasurer's Office; to allow Chairman to sign Draft Addendum No. 2. which is an extension to the current Area II agreement: to adjourn as the County Board: to convene as the Ditch Authority; to accept petition for impoundment of a portion of JD #8; to appoint Duane Hansel from Bolten & Menk as the engi- neer pending Hansel's acceptance; to adjourn as the Ditch Authority.
