Pederson MN State PatrOl Trooper Kathy: I walk a lot and I am very confused about the pedestrian right- of-way laws! I want to do it right, but it seems I may be the only one following the rules. Great comment. Let me cover the laws and proce- dures for safe travel on {oot and, also, define the respon- sibilities of the driver and the pedestrian both. First, let me state that if a vehicle and a pedestrian collide THE VEHICLE WINS. So,-righ' or wrong, do not cross the road on foot until you are absolutely sure you are on the same page as the drivers. Don't walk with your head down. Don't cover your ears with devices that don't allow you to hear to traffic well. DO look both ways before you cross. I know this seems like com- mon sense, but I am amazed how trusting pedestrians are. Do walk on sidewalks if there is one provided. If there is no sidewalk, walk on the left side of the road fac- ing traffic. That way, if a vehicle is approaching, you can see it and move off to the side. Unlike a bicycle, a pedestrian does not have the right of way on the roadway. The law states, "Pedestrians shall be subject to traffic-control signals at intersections, but at all other places pedestrians shall be accorded the privileges and restriction of this section". It continues by saying in the next subdivision, "Where traffic-controls sig- nals are not in place or in operation, the driver of a vehicle shall stop to yield the right of way to a pedestrian crossing the roadway a marked crosswalk in any crosswalk at s section, but no shall suddenly or other place of walk or run into a vehicle which is t that it is im driver to yield." a pedestrian from a car or denly appear and he/she has the It also holds that a not stop on a dime must be taken inW ! ation. As you can pedestrian rz not absolute; both walker need to responsibility of all safe on the A pedestrian roadway at a tunnel or ing has been vided shall yield way to all roadway.
