Funding to Soil and Water Conservation Districts (SWCD) to fight erosion and to fund water quality projects on agricul- tural land, lakeshores, forests and roadsides will be protected under the reform plan. "We are elated the gover- nor and legislature recognize what soil and water conser- vation districts have proven many times. They are the only special purpose district that cover the entire state and have the ability to implement the many diverse conservation programs that protect our soil and water resources." said Marilyn Bernhardson, Redwood SWCD Administrator. The reform plan confirms the Pawlenty administra- tion's commitment to water quality and protecting the state's lakes, rivers, streams and groundwater. Pawlenty spoke in St. Cloud in June to 250 environmental stake- holders from across the state at the Minnesota Environmental Institute's policy forum on Total Maximum Daily Loads (TMDLs) to outline his clean water vision for Minnesota. Redwood SWCD Technician Kane Radel attended the forum. To help ensure results, Governor Pawlenty has directed the formation of a Clean Water Cabinet, which will include the commission- ers from the Pollution con- trol Agency departments of natural Resources, Agriculture and Health, and the executive director of the Board of Water and soil Resources, which is the administrative agency for SWCDs. Soil and Water Conservation Districts will be utilized to fulfill the vision by helping landown- ers implement conservation on the land. Kathy Pederson Minnesota State Patrol Kathy: Can you get a tick- et, during bad weather, even if you are going the speed limit? Yes you can. According to Minnesota state statute 169.14 subdivision 3, reduced speed is required when the driver of any vehicle shall, consistent with the requirements. drive at any appropriate reduced speed when approaching and crossing an intersection or railway grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding road- wa); and when special haz- ards exist with respect to pedestrians or other traffic or by reason of weather or highway conditions. Weather conditions are always changing and that affects whether your driv- ing conditions will be good, fair or adverse. Sometimes you will run into a combi- nation of all three. It's a good idea to listen to weather forecasts and mon- itor the conditions as you drive because they affect how you should drive. As conditions deteriorate. you will want to reduce your speed and increase your distance between you and the vehicle you're fol- lowing. It takes a greater distance to stop on wet and icy pavement than it does on dry pavement. It's not only the smart thing to do. but the safest. If you have any questions concerning traffic related laws in Minnesota send your questions to Sgt. Kathy Pederson, Minnesota State Patrol, PO Box 344B. Marshall, MN 56258.
