PUBLIC NOTICES Westbrook City Council Regular Meeting July 5,2011 The Westbrook City Council met on Tuesday, July 5, 2011 at 7:00 p.m. in the City Council Room. Members present: Mayor: Rocky Kolar; coun- cil members: John Madson, David Moriarty, Jan Johnson and Digger Phelps. Others present: Dan Joel, Alan Wahl, and Dennis Jutting. Mayor Rocky Kolar pre- sided the meeting. Motion by Madson and seconded by Phelps to approve the minutes from the June 6, 2011 council meeting. Police Chief, Alan Wahl presented no report. Street Superintendent, Dan Joel asked the council how much they want him to spray for mosquitoes this summer. Joel stated that he has sprayed once ~ month in the past, however this year they seem to be worse. Many towns in our area are spraying once a week. Joel was told that he should spray when he thought they need to be sprayed. Joel stated that the pool is work- ing great right now. The pumps are running at 435 per minute which is over the recommended limit for the moss. Joel asked why Brad Knakmuhs is not mowing his grass down at the Loose Moose? The Loose Moose is the first thing you see when you come into town. Mayor Kolar will talk to Brad. Utilities Superintendent, Dennis Jutting stated that they will start the main street project on Monday. This will involve 9th Street to 4th Street. Jutting esti- mates that this project will take about 2 to 3 weeks. Motion by Phelps and seconded by Madson to approve the new City Codes pending changes from Police Chief and City Attorney. All voted in favor. Motion carried. Motion by Phelps and seconded by Madson to approve the Countywide Communication Grant Application Resolution. All voted in favor. Motion car- fled. Pool Inspection has been done by Brown Nicolett. The only item needed to be done is the latch on the baby pool. Dan will take care of this issue. Kolar asked the council for their input on changing the vacation, sick leave and personal days to PTO. After discussion. Kolar stated that he will sit down with the Utility Superintendent and draw up a new plan and present it to council next month. Westbrook Public Utilities will be donating $10,000.00 to the Westbrook Public Library when they meet their goal. Motion by Madson and seconded by Johnson to approve the building per- mits for the following: Loose Moose - Deck, Shannon Helgeson Window. All voted in favor. Motion carded. Moriarty stated that he has heard a few complaints on the parking in front of the bank. The coffee drink- ers are parking in front of the bank which leaves lim- ited to no parking for bank customers. Moriarty sug- gested 10-15 minute park- lng signs. Kolar asked Jan Johnson if she can ask around at the bank about this issue. Motion by Johnson and seconded by Phelps to approve the transfer of buildings with Knakmuhs Agency. Rocky and Katie signed the Warranty Deed and notarized by Johnson. Motion by Phelps and seconded by Johnson to approve the bills totaling $96,984.28. All voted in favor. Motion carded. Motion by Phelps and seconded by Madson to adjourn the meeting.
