Members present: Harold Schmidt-Mayor, John Madson. Craig Jans, and Rocky Kolar, Digger Phelps. Others present: Dennis Jutting and Alan Wahl. Motion by Kolar and sec- onded by Madson to approve the minutes from the June 7, 2004 Council meeting. All voted in favor. Motion carried. Police Chief, Alan Wahl, presented the police report, which was reviewed and approved by the council. All voted in favor. Motion carried. Motion by Kolar and sec- onded by. Madson to approve the revised Westbrook Ambulance Retirement Plan. The revised retirement plan will be paid out according to association standards. 10 yrs- 50%; 15 yrs-75%; 20 yrs- 100%. All voted in favor. Motion carried. The council discussed the Southwest MN Housing Grant. With the lack of interest, the council voted not to do the sur- vey. Motion by Jans and sec- onded by Kolar to discontinue the survey project. All voted in favor. Motion carried. League of Minnesota Cities Meeting will be held in Luverne, MN on August 3rd. Harold, John, Craig and Rachel will be attending. Motion by Jans and second- ed by Phelps to approve the fol- lowing building permits. Westbrook Good Samaritan Center to build a fence and Katie Steen to build a deck at 746 Ash Ave. All voted in favor. Motion carried. Other business discussed was the purchasing of a snow blower. The council suggested to start looking for possibili- ties. Motion by Madson and sec- onded by Phelps to approve the bills totaling $60,305.78. All voted in favor. Motion carried. Rachel Christians City Clerk Harold Schmidt Mayor City of Westbrook July 28, 2004 Special Meeting The Westbrook City Council met for a Special Meeting on Wednesday, July 28, 2004 at 7:00 in the City Council Room. Members present: Harold Schmidt-Mayor, John Madson, Rocky Kolar and Digger Phelps. Craig Jans was absent. Others present: Marlin Schmidt, Attorney Dan Birkhoiz, Chief Operating Officer, Rick Nordahl, repre- senting the Westbrook Health Center Board were Marlowe Nelson, Steve Kjomess, Judy Schoborg, Judy Lichty, Jim Jorgenson and Jim Dibble. Mayor Harold Schmidt presided the meeting. The purpose of the meeting was to discuss the tax-exempt status for the Westbrook Health Center and Assisted Liing. Mayor Schmidt told the Hospital Board that he was not in favor of tax-exempt status but is in favor of lowering the net asset value at the next Board of Review meeting. Westbrook Health Center pre- sented a Resolution of tax- exempt status to be signed for the upcoming court date set for July 31, 2004. The resolution was signed by a split vote 2-2. Motion by Phelps and second- ed by Madson to accept the res- olution. 2 Aye and 2 Nay. Motion carried. Motion by Kolar and sec- onded by Phelps to adjourn the meeting.
