Where is it'illegal to oper- ate an ATV in Minnesota? Trooper Kathy Says: In general, unless a person with a valid driver's license operates the ATV for agricul- tural purposes, it is restrict- ed from operating on a pub- lic road. A person with a valid driver's license may however operate an ATV on the extreme right-hand side of a township road if not pro- hibited by local ordinance. Outside of the seven county metro area, an ATV may be operated: On your own land. On private land with the landowner's permission. On frozen waters where you have .legal access (if not restricted by laws or local OBITUARIES In any area restricted by local ordinances or munici- palities. In a tree nursery or plant- ing area. Along or on the roadway, shoulder, inside bank or slope of a public right-oh way. On agricultural land, including Conservation Reserve Program (CRP) land or RIM Reserve Program Land without permission. On State Forest lands that are posted or designated closed to motorized uses. Outside the seven county metro area, an ATV may not be operated: Joseph Theodore Thobe Funeral services were held for Joseph Theodore Thobe Thursday, November 1, 2007 at LaCanne Family Funeral Home, Windom. Officiating was Father Andrew Olsem. Interment was at St. Francis Xavier Catholic Cemetery, Windom On October 27, 2007, Joe died at his home in Storden at the age of 72. Joseph Theodore Thobe was born on November 5, 1934 in Iowa to the late Frank and Julia (Steinkamp) Thobe. Joe served his country honorably in the Army stationed in Germany for 2 1/2 years. He lived in several different places in Iowa and Minnesota throughout his lifetime with the last several years in the Storden MN area. In his earlier years, Joe worked on constructing grain bins and most recently had worked at the Good Samaritan Center in Westbrook. Survivors include his children, Terry Thobe, Dover; Peggy (Dennis) Berge, Dodge Center; Mark Thobe, Rochester; Mike Thobe, Rochester; Jeff (Felicia) Thobe, Preston; six grandchildren; two great-grandchildren; one sister, Bemita Lappe of New UIm; and nieces and nephews. Preceding him in death were his parents; son, Dennis Thobe; daughter, Jeanette; brother, Don Ray; brother-in-law, Harold Lappe. Ardis Highby Funeral servtces were held for Ardis Highby at Old Westbrook Lutheran Church " on Friday, November 2; 2007. The clergy was Pastor Harvey Peterson. Interment was at the Old Westbrook Lutheran Cemetery. Ardis (Hanson) Highby, 84, of Lamberton, MN died on Monday, October 29, 2007 at Valley View Manor in Lamberton, MN. Ardis was born on December 16, 1922 near Dovray, MN, the daughter of Hans and Anna (Slette) Hanson. She graduated ordinances). At the age of seventeen he entered the U.S. Navy and served at the Submarine Base in Key West, FL. He was honorable discharged in December of 1947. He was united in marriage to the love of his life, Delores "Dee" Kretchmer on June 5, 1948 in Tracy, MN.
